PHM has specialized in the professional management of affordable multifamily housing for more than 25 years. Initially founded as Midland Property Management, Inc., PHM became part of the POAH family in 2001, and currently manages more than 6,400+ affordable housing apartments in Connecticut, the District of Columbia, Florida, Illinois, Maryland, Massachusetts, Michigan, Missouri, New Hampshire and Rhode Island. PHM has 237 staff members and maintains offices in Kansas City, Boston, Chicago and Miami.


PHM manages a wide range of apartment communities that vary in age, size, geographic location and physical configuration. The portfolio has been financed with a variety of financial programs including low income housing tax credits, tax exempt bonds, conventional financing and a multitude of specialized HUD programs and secondary financing sources. Consequently, PHM understands how to manage properties with complex financing and equally sophisticated compliance and reporting requirements.

Beyond owners and residents, PHM deals on a daily basis with HUD, state housing finance agencies, investors, lenders, community housing organizations and community leaders. PHM brings a consistent, high-level of customer service to each of these groups.


PHM has a strong track record, having consistently achieved high scores in management inspections and physical asset inspections. PHM also maintains an excellent record relative to program compliance across the portfolio and timely, accurate financial reporting. PHM’s operations oversight involves a team approach to monitoring financial and operational performance and solving problems. The performance of its sites is a shared responsibility starting with the president of PHM on down through all on-site PHM employees.
